The information in this dataset is used to assess how well Public Services and Procurement Canada's (PSPC) Real Property Services organization meets its mandate to effectively manage its portfolio of assets. The dataset provides details on the amount of floor space (in metres-squared) impacted by building closures (partial or complete) that occurred during normal business hours (weekdays, from 7am until 6pm, excluding statutory holidays) from across the PSPC portfolio of real property facilities. This data is broken out by geographic region and reported in groups of two fiscal quarters (ie: Q1-Q2, and Q3-Q4) for 2022/2023 and prior, and for the full fiscal year (Q1-Q4) for later years.
The total floorspace available across all PSPC real property assets within each given geographic region (as of the specified fiscal year and range of fiscal quarters) is provided as well, as context when reviewing the amount of floor space impacted by the incidents. Note: for regions with multiple outages in a given fiscal quarter range, the value of the corresponding total regional floorspace is repeated for each record. Care should be taken to not sum these duplicated values together when assessing the data in this particular column.
Only the impacts of incidents that fall within the responsibility of PSPC's Real Property Services mandate are included in this dataset, so building closures due to natural disaster (for example) are not included. Also, as extensive manual vetting of the related information is required to produce this dataset, only incidents that result in a notable cumulative impact to the related assets (those incidents producing a cumulative 1% drop in operational availability, or more) have been included.
The information in this dataset is used in the calculation of the Departmental Results Report (DRR) indicator "Percentage of time that PSPC’s real property facilities are fully operational". Refer to the supporting documentation for a description of the calculations used to derive this indicator's value.
