International investment: consultation paper on WTO/FTAA investment

On February 6, 1999, the Government of Canada invited Canadians to share views on upcoming WTO and FTAA negotiations. Input will help define Canada’s priorities, including investment rules to improve access, protection, and predictability for investors. The notice also seeks information on barriers to international investment. Global investment has grown significantly, and Canadian firms now invest more abroad than foreign firms in Canada. This paper provides background for consultations.
