Canada publishes an annual update on the implementation of federal policies and measures under the 2030 Emissions Reduction Plan (2030 ERP), in accordance with a) the Canadian Net-Zero Emissions Accountability Act, which requires the publication of progress reports on the 2030 ERP in 2023, 2025, and 2027, and b) with the Enhanced Transparency Framework of the Paris Agreement, which requires the publication of biennial transparency reports. This annual update on federal policies and measures reports on progress made toward achieving Canada's emissions reductions objectives on the road to achieving net zero by 2050.
Measure-specific information has been provided by the lead federal department(s) responsible for implementing the measure. Environment and Climate Change Canada has compiled this information to enhance transparency, accessibility, and comparability as much as possible. It was updated as part of the publication of the 2025 Progress Report on the 2030 Emissions Reduction Plan, released in December 2025. Note: estimated GHG reductions in the tables reflect the difference between expected GHGs associated with a specific measure relative to a scenario in which that measure does not exist. The GHG reduction estimates reported should not be added together or combined with other reporting in an attempt to estimate an economy-wide emissions reduction, as this approach would not account for interacting effects of measures on each other and may lead to double-counting for some measures and under-estimations for others.
Unique identifiers are assigned to support effective tracking of measures over time, recognizing that program names can change. Measures have been organized into main measures and sub-measures. The use of main measures and sub-measures is to reflect the relationships between the measures and is not an indication of importance—sub-measures include major initiatives.
The cooperative agreements table is comprised of those measures that were identified by provinces and territories (PTs) as key cooperative agreements in their submissions during the development of the 2030 ERP. These submissions can be found in Annex 1 of the 2030 Emissions Reduction Plan. There is a wide variety in the types of measures captured as “cooperative agreements and measures,” including formal agreements and memoranda of understanding, policy frameworks and partnerships, cooperation in international fora, and funding supports to achieve shared climate objectives with provincial and territorial governments. Funding support can include federal initiatives that occur in a jurisdiction as well as federal initiatives where provinces and territories have a role in receiving and/or distributing funding. Note that the PT list in the description is to identify which provinces and territories participate in the cooperative agreement or measure. In several cases, all provinces and territories are eligible to apply for funding, and negotiations for participation may be ongoing, but only where there is confirmed participation, such as through a publicly announced agreement, is the province or territory listed. Participating jurisdictions can change over time.

Definitions of economic sectors, instrument types, implementation status and definitions related to the impact of measures on emissions are provided, along with notations used.
B-Cooperative Agreements: Contains key active cooperative agreements with provinces and territories, including their descriptions, participating provinces and territories, economic sectors, status, and implementation update, as well as concluded agreements, including conclusion details.
