The Internal Activity and Access Monitoring (IAAM) initiative aims to strengthen the integrity and oversight of information access within Employment and Social Development Canada (ESDC). This project involves the acquisition and implementation of an enterprise-wide monitoring solution designed to address audit recommendations and enhance investigative capabilities related to employee access and use of information in core departmental applications.
The solution will help reduce the time required to gather evidence, improve workload management through automated alert dissemination, and enable near real-time detection of potential misuse or wrongdoing. It is specifically configured to monitor application logs for predefined use cases involving inappropriate access or use of information.
Importantly, the system is designed to ingest log data only from specific departmental applications that fall within the scope of the project. It does not make autonomous decisions. Instead, it flags potential cases of concern based on indicators of wrongdoing or misuse. These flagged cases are then reviewed by integrity officers, who conduct thorough investigations in accordance with established program procedures.
This approach ensures that human oversight remains central to decision-making, while leveraging automation to enhance efficiency and responsiveness in monitoring activities.
