GC HR and Pay - TBS/OCHRO Timeliness Reports

The Treasury Board of Canada Secretariat’s Office of the Chief Human Resources Officer (TBS-OCHRO) Timeliness Reports provide the aggregate adherence results to specific TBS-OCHRO timeliness standards for departments and agencies that are served through the Phoenix pay system.

These timeliness standards were put in place to help minimize the number of late transactions that can have negative consequences, like over and underpayments for employees and more strain on pay operations.

Departments and agencies are required to attain TBS-OCHRO's timeliness adherence for 80% of transactions. Timeliness is measured based on the date of input in the Phoenix pay system and is limited to a specific set of pay transaction types.

TBS-OCHRO timeliness standards are not meant to solve the backlog of human resources and pay cases. Still, adhering to timeliness standards is one of the most important factors to ensure employees are paid accurately and on time, especially for work types where there is significant Phoenix automation.
