The Executive Level Union-Management Consultation Committee on Phoenix (“the Committee”) was created to engage in meaningful and ongoing discussion and information sharing, pertaining to the Phoenix pay system issues. Its mandate is to identify problems and recommend solutions, including the lessons learned in order to avoid similar situations in the future. This includes previously identified and emerging issues related to the Phoenix pay system.
The Committee is a forum for the open and free exchange of information between representatives of the Employer and of the Bargaining Agents as members of the Committee. It is co-chaired by the Secretary of the Treasury Board of Canada Secretariat (TBS) and the National President of the Public Service Alliance of Canada (PSAC). Membership is composed of senior representatives for the Employer (TBS, and Public Services and Procurement Canada) and Bargaining Agents.
The Committee meets on a quarterly basis, or at the call of the co-chairs.
